Commercial Framing & Siding Pre-Mobilization Checklist for GCs

When the framing or siding crew arrives on site, you want to see progress quickly.

But if the field set is out of date, the lift isn't ready, or you haven’t settled who owns a critical flashing detail, you can lose most the first day just getting to the starting line.

Most early delays start before the crew even reaches the gate. This article walks you through a pre-mobilization check that gets the GC and subcontractor aligned before these little gaps turn into wasted hours.

What should a GC confirm before framing or siding crews mobilize?

Before mobilization, the GC and subcontractor should confirm:

  • Contract and project administration are complete.
  • Scope, drawings, RFIs, and revisions are current.
  • Products, submittals, samples, and mockups are approved as applicable.
  • Crew, schedule, material, and equipment commitments are realistic.
  • The site, logistics, and safety requirements are ready for the work.
  • Trade handoffs, communication paths, and quality expectations are clear.

1. Close out contract and administrative requirements

Confirm the executed subcontract or written authorization, then close out the project-specific items needed for site access and payment.

That may include contractor registration or licensing, insurance certificates, bonding requirements, W-9 and vendor setup, workforce or public-works documentation, and emergency contacts. Name office and field contacts, too.

Requirements vary by contract and jurisdiction. Confirm them with the people responsible for contract administration, safety, and compliance.

2. Put one current scope package in the field team's hands

Pull together the latest drawings, specifications, addenda, ASIs, approved RFIs, and submittals. Record the drawing date or revision so the superintendent and foreman can confirm they're using the same set.

Compare those documents with the subcontract. Write down inclusions, exclusions, allowances, alternates, and material or equipment responsibilities. For each unresolved detail, decide whether it blocks mobilization, affects one area, or can be tracked while other work proceeds.

For siding, confirm approved products, colors, profiles, trim, fasteners, samples, and mockup expectations. For framing, confirm structural details, connector schedules, engineered components, and shop drawings that affect sequence.

Agree on how field direction affecting scope, cost, or schedule will be documented and authorized.

3. Match the crew and material plan to the schedule

An agreed start date isn't a complete plan. Confirm crew size, field lead, working hours, and sequence by floor, area, elevation, or phase. Tie the plan to measurable milestones.

Schedule released and approved materials around that sequence. Confirm what's onsite at mobilization, who receives later deliveries, and how a late item changes the plan. Do the same for lifts, scaffolding, hoisting, specialty tools, and operators.

Can the crew work productively if one area isn't ready? Identify a backup workface. Framing releases downstream scopes, while siding affects the building envelope and exterior trades. A short delay can travel quickly.

4. Walk the site for actual readiness

A schedule can say an area is ready while the field says otherwise. Walk the starting area with the people who'll manage the work.

Confirm predecessor work is complete and establish how acceptance will be documented. Verify access routes, delivery windows, laydown space, protected storage, debris handling, and parking. Make sure lifts or hoisting can reach the work without conflicting with another trade.

Settle check-in, work hours, temporary power and lighting, sanitation, site security, and occupied-space restrictions. For exterior work, include weather protection and protection of completed work. Communicate changes before labor and equipment are committed to the original plan.

5. Coordinate safety before production starts

Confirm orientation and access requirements, known hazards, emergency procedures, and how new hazards will be communicated. Identify project-specific safety plans or job hazard analyses required before work begins.

Settle competent-person and qualified-operator responsibilities where applicable, plus fall protection and access to elevated work. Everyone should know who receives a safety concern, incident report, or changed-condition notice.

The GC and each employer should review the site rules and regulatory duties that apply to the actual workforce, equipment, and tasks.

6. Resolve framing, siding, and trade handoffs

Framing interfaces

Confirm control lines, elevations, openings, embeds, anchors, connectors, backing, blocking, and temporary bracing responsibilities. Review transitions to concrete, structural steel, mass timber, or existing construction as applicable. If field dimensions or existing conditions govern, say who verifies them and by when.

Coordinate the work with MEP, fire protection, windows, doors, roofing, drywall, and other affected trades. Open penetrations, deferred details, or out-of-sequence work need a documented plan so crews don't build past a conflict and create rework.

Siding and envelope interfaces

Define how substrate readiness will be checked and accepted. Make the responsibility for weather-resistive barriers, air barriers, flashing, sealants, trim, and transitions explicit; don't assume everyone reads the boundary the same way.

Walk critical conditions at windows, doors, roofs, decks, penetrations, material changes, and dissimilar assemblies. Confirm the approved detail, inspection point, and work sequence at each one. If the project calls for a mockup or first-install benchmark, complete it early enough to guide production rather than verify the work after an entire elevation is installed.

7. Agree on communication, quality control, and documentation

Decide who talks to whom before a field question becomes a group text with no owner. A workable plan should cover:

  • Primary GC and subcontractor contacts in the office and field.
  • The path and expected response for RFIs and urgent field conflicts.
  • Update cadence for schedule, manpower, deliveries, and constraints.
  • Photo or daily documentation required by the project.
  • Quality benchmarks, inspection points, punch work, and closeout records.

Keep the system proportional, but make it explicit. The foreman should know what can be solved in the field, what needs superintendent approval, and what requires written direction. The PM needs cost or schedule impacts early enough to act.

Run a final go/no-go check

Twenty-four to 48 hours before mobilization, reconfirm the conditions most likely to change:

  • Is the subcontract authorized and the working scope understood?
  • Does the field team have the current, approved information?
  • Can the planned crew be productive on day one?
  • Are materials, access, equipment, staging, and utilities ready?
  • Are safety requirements and trade handoffs understood?
  • Does everyone know how to raise and document an issue?

If any answer is no, assign one person to resolve it and set a deadline. Then decide whether the crew should mobilize as planned, shift to another work area, or wait. A deliberate change is easier to manage than an unproductive crew onsite.

What should be included in a subcontractor pre-mobilization checklist?

At minimum, confirm contract authorization, current scope documents, approvals, schedule and manpower, material and equipment status, site logistics, safety requirements, trade coordination, communication, and quality control. Add project- and trade-specific items rather than relying on one generic form.

When should a pre-mobilization meeting happen?

Hold it early enough to resolve open items before labor, deliveries, and equipment are committed. Reconfirm one or two business days before arrival if site conditions or the schedule have changed.
